AN ACT MAKING APPROPRIATIONS FOR PUBLIC WORKS

SECTION 1. The following sums, or so much thereof as may be necessary, are hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated, to be at the disposal of the Director of Public Works, subject to the approval of the Secretary of Commerce and Communications and the provisions hereinafter set forth, for the purposes mentioned hereunder: SHaATC

		province or municipality concerned shall
		appropriate funds to cover the cost of

		entitled to receive more than P25,000 a
		year as aid: Provided, however, That in
		the case of a provincial or municipal
		project benefiting or covering two or
		more municipalities, each municipality

SECTION 2. All balances of the several appropriations made by this Act the destination of which has not been determined by proper authority on July thirtieth, nineteen hundred and twenty-seven, and all balances of appropriations remaining unexpended on July thirtieth, nineteen hundred and twenty-eight, shall revert to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for expenditure except upon appropriation by the Legislature.

SECTION 3. The sums appropriated by paragraphs (a), (h), (ll), (u), (cc), (dd), (ee), (kk), and (l-l) shall be distributed in the discretion of the Secretary of Commerce and Communications, but those appropriated in the other paragraphs, except the appropriation for the completion of the Manila Post-office Building, shall be available for immediate expenditure by the Director of Public Works.

SECTION 4. This Act shall take effect on January first, nineteen hundred and twenty-seven.

Provided, That subject to the approval of the
Secretary of Commerce and Communications
and with such security as he may require,
materials derived from dredging may be used
for filling in private property at the request of
any landowner, upon the condition that the
cost thereof shall be paid by the owner of the
land in annual installments not to extend over
more than five years: And provided, further,
That in case of marine accidents the damages
caused by any port equipment may be paid
subject to like approval of the Secretary of
Commerce and Communications. The total
of such payments out of funds appropriated
by this subsection shall not exceed ten
thousand pesos.
