Commonwealth Act No. 521Statutes

Commonwealth Act No. 521, enacted on May 7, 1940, appropriates funds from the Coconut Oil Excise Tax Fund for various agricultural and infrastructure projects in the Philippines, covering the period from January 1, 1939, to June 30, 1940. The Act allocates over P46 million for initiatives such as reforestation, agricultural land classification, national road construction, and the establishment of special funds to support the textile and abac industries. It also grants the President authority to transfer and suspend appropriations as deemed necessary for public interest and outlines provisions for the reversion of unspent funds. The funds are intended to help prepare the Philippine economy for independence and should not be used as direct subsidies to copra producers, except for specific production loans and facilities improvements.
