Application of Human Factors Principles
CAAP Memorandum Circular No. 008-09 outlines the Civil Aviation Authority of the Philippines' regulatory policy on Human Factors Principles (HFP) for air navigation service providers. The circular emphasizes the need for these providers to integrate HFP into their organizational structures, management policies, and operational practices to enhance aviation safety. Recognizing that many aviation accidents stem from suboptimal human performance, the CAAP aims to promote awareness and responsiveness to HFP in civil aviation. This initiative is aligned with international standards set by the International Civil Aviation Organization (ICAO) and is effective immediately for compliance.

CAAP MEMORANDUM CIRCULAR NO. 008-09
| TO | : | ANS Service Providers |
| SUBJECT | : | Application of Human Factors Principles |
1. Purpose
This circular describes the Civil Aviation Authority of the Philippines (CAAP) Regulatory Policy on Human Factors Principles (HFP) in the provision of oversight service for air navigation service providers.
The main purpose of this circular is for the ANS Service providers to demonstrate application of the policies and procedures on Human Factors Principles in their organizational and management structures, policies and programs, the allocation of functions to humans and machines, the design of user interfaces, staffing provisions, job design features, work schedules, the design of written procedures, training and the physical work environment and operation.
2. Background
The safety of civil aviation is the major objective of the International Civil Aviation Organization (ICAO). Considerable progress has been made in increasing safety, but additional improvements are needed and can be achieved. It has long been known that the majority of accidents result from less than optimum human performance, indicating that any advance in this field can be expected to have a significant impact on the improvement of flight safety.
This was recognized by the ICAO Assembly, which in 1986 adopted Resolution A26-9 on Flight Safety and Human Factors. The Air Navigation Commission formulated the following objective of the task: cTDECH
"To improve safety in aviation by making States more aware and responsive to the importance of Human Factors in civil aviation operations through the provision of practical Human Factors material and measures developed on the basis of experience in States, and by developing and recommending appropriate amendments with regard to the role of Human Factors in the present and future operational environments. Special emphasis will be directed to the Human Factors issues that may influence the design, transition and in-service use of the ICAP CNS-ATM system."
This circular shall take effect immediately.
For compliance.
