An Act to Prevent the Spread of Hydrophobia or Rabies and Providing Punishment for Infraction of the Provisions of This Act
Act No. 2461, enacted on February 4, 1915, aims to prevent the spread of rabies in the Philippines by empowering the Director of Health to declare rabies outbreaks in specific communities. Upon such a declaration, the Director, with approval from the Secretary of the Interior, must publicly notify the community, advising dog and animal owners to muzzle or restrain their pets for a specified period. Failure to comply with these regulations can result in penalties, including up to six months of imprisonment or a fine of up to two hundred pesos, in addition to potential civil liability for any damages caused by rabies. This act serves as a public health measure to mitigate the risks associated with rabies transmission.

AN ACT TO PREVENT THE SPREAD OF HYDROPHOBIA OR RABIES AND PROVIDING PUNISHMENT FOR INFRACTION OF THE PROVISIONS OF THIS ACT
SECTION 1. When it shall appear to the Director of Health that rabies exists among dogs or other animals in any community in such a degree as to constitute a grave menace to the public health, he shall, with the approval of the Secretary of the Interior, give publicity to such fact by publication of a notice in a local newspaper, if any there be, and also by posting the same in one or more prominent places in the community.
