An Act to Appropriate Funds for Public Works and Permanent Improvements In The Department of Mindanao and Sulu

ACT NO. 2689

AN ACT TO APPROPRIATE FUNDS FOR PUBLIC WORKS AND PERMANENT IMPROVEMENTS IN THE DEPARTMENT OF MINDANAO AND SULU

SECTION 1. There is hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, the sum of six hundred thousand pesos, or so much thereof and as may be necessary, for public works and permanent improvements in the Department of Mindanao and Sulu during the fiscal year ending December thirty-first, nineteen hundred and seventeen, to be disbursed under the direction of the Secretary of Commerce and Communications, as follows:

(a)	For the construction of trails on the islands of
	Mindanao and Sulu, and for cleaning navigable
	rivers and channels	P230,000.00
(b)	For the construction and improvement of bridges
	on the islands of Mindanao and Sulu	50,000.00
(c)	For the construction and improvement of roads
	on the islands of Mindanao and Sulu	P60,000.00
(d)	For the improvement and maintenance of the
	Zamboanga-San Ramon road	15,000.00
(e)	For the improvement and maintenance of the
	Iligan-Dansalan road	25,000.00
(f)	For the construction of two hundred and fifty
	kilometers of telephone lines, at an average cost
	of P200 per kilometer	50,000.00
(g)	For the construction of a simple type of sanitary
	public market in various municipal districts	25,000.00
(h)	For the construction, reconstruction, improvement,
	and investigation of ports, wharves, piers, retaining
	walls and breakwaters, and dredging in the several
	provinces of the Department	75,000.00
(i)	For the drilling of artesian wells and the survey
	and construction of municipal waterworks	50,000.00
(j)	For improving by drainage, etc., the sanitary
	conditions of provincial capitals other than
	Zamboanga where provincial and municipal
	funds are in adequate	20,000.00

SECTION 2. In view of the peculiar conditions of a transitory character prevailing in the Department of Mindanao and Sulu, and in order to give the government of said department the necessary facilities for properly confronting any emergency that may arise, the administrative council of the department is hereby authorized, subject to the approval of the Secretary of the Interior, to transfer any of the appropriations hereinbefore specified wholly or partially from one item to any other item herein specified.

SECTION 3. All balances of the several appropriations made by this Act unexpended on June thirtieth, nineteen hundred and eighteen, shall be reverted to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for withdrawal or expenditure except upon appropriation by the Legislature.

SECTION 4. This Act shall take effect on its approval.
