Act No. 2912, enacted on March 23, 1920, amends specific sections of the Philippine Administrative Code regarding the registration of vessels and the employment of foreign personnel on board. It mandates that vessels of domestic ownership exceeding fifteen tons gross must obtain a certificate of Philippine register, while those of fifteen tons or less may do so optionally. The act defines "domestic ownership" to include Philippine citizens, U.S. citizens residing in the Philippines, and certain corporations, while ensuring that vessels registered under specific conditions can only engage in foreign commerce. Furthermore, the act limits the number of foreign personnel on Philippine vessels operating in coastwise trade or high seas to one master and one mate, requiring compliance with licensing and tonnage tax regulations.
