An Act to Amend Section 4 of Act No. 1285
Commonwealth Act No. 148, enacted on November 8, 1936, amends previous legislation regarding animal cruelty enforcement in the Philippines. It revokes the authority of agents from the Society for the Prevention of Cruelty to Animals to make arrests for violations of animal cruelty laws and eliminates their entitlement to share in fines collected for such offenses. Instead, the Act permits the Society to appoint a limited number of agents to report violations to regular peace officers, who will handle prosecutions. Additionally, all fines collected for violations will now go directly to the general fund of the municipality where the offense occurred. The Act takes effect upon approval.
