ACT NO. 2173
AN ACT TO AMEND ACT NUMBERED TWO THOUSAND AND SIXTY-ONE, SO AS TO PROVIDE THAT THE UNEXPENDED BALANCE OF THE FUND APPROPRIATED FOR THE CONSTRUCTION AND EQUIPMENT OF AN EXCHANGE BUILDING SHALL BECOME A PART OF THE REIMBURSABLE FUND PROVIDED BY SAID ACT FOR THE OPERATION OF THE SALES AGENCY; AND FOR OTHER PURPOSES
SECTION 1. Section two of Act Numbered Two thousand and sixty-one is hereby amended to read as follows:
"SEC. 2. There is hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, the sum of sixty thousand pesos, or so much thereof as may be necessary, for the construction and equipment of a suitable building for the agency, to be located at some point designated by the Governor-General: Provided, That such portion of said sum as may not be necessary for the construction and equipment of said building shall become a part of the reimbursable fund created by section five of this Act and shall be available for expenditure as therein provided." acEHCD
SECTION 2. Section three of said Act is hereby amended to read as follows:
"SEC. 3. The administration of this agency shall be vested in a Sales Agency Board of five members, composed of the Secretary of Public Instruction, who shall be ex officio chairman, the Secretary of the Interior, the Secretary of Commerce and Police, one other member of the Philippine Commission, and one other person to be designated by the Governor-General, who shall be known as the Sales Agent. There shall be a secretary of the Sales Agency Board who shall be appointed by the Board and who shall keep such records as may be designated by the Board. The secretary may be an official or employee of the Government and may receive such compensation as may be fixed by the Board, the provisions of Act Numbered One hundred and forty-eight to the contrary notwithstanding. It shall be the duty of the Board to prepare and promulgate necessary rules and regulations for carrying out the purposes of this Act; to authorize the employment of such traveling agents, clerical force, and other labor as may be necessary, to authorize the expenditure of funds herein designated as available for the establishment, maintenance, and operation of the agency; to fix and regulate the rates of commission which the agency shall charge upon the different classes of transactions; to exercise general supervision over the affairs of the agency."
SECTION 3. This Act shall take effect on its passage.
