Act No. 1373, enacted on July 11, 1905, amends Act No. 619 concerning discipline within the Philippine Constabulary. It mandates that any Constabulary officer aware of misconduct must report it to the prosecuting attorney or provincial fiscal, who is then obligated to investigate and prosecute if warranted. This amendment emphasizes accountability within the Constabulary and ensures that offenses are treated as criminal cases. The act was expedited for immediate effect to promote public order and discipline.
