Act No. 400, enacted on May 16, 1902, amends the existing judicial framework in the Philippine Islands by extending the jurisdiction of the Courts of First Instance to include maritime offenses committed on the high seas, beyond any country's jurisdiction, or in navigable waters within the archipelago. Specifically, it allows these courts to exercise jurisdiction over crimes occurring on Philippine-registered vessels, with the stipulation that the first court to take cognizance of the case retains exclusive jurisdiction. Additionally, it repeals the civil and criminal jurisdiction of provost courts, transferring pending cases to appropriate tribunals, while allowing provost courts in military-controlled areas to maintain concurrent jurisdiction over admiralty crimes. The Act emphasizes the urgency of its enactment for the public good, taking effect immediately upon passage.
