An Act Providing that the Provinces of Benguet, Lepanto-Bontoc, Nueva Vizcaya, and Agusan shall have their Pro Rata Share of the Special Fund of Ten Per Centum of Internal-Revenue Collections Created by Act Numbered Sixteen Hundred and Ninety-Five and Payable to the Road and Bridge Fund of Certain Provinces
Act No. 1853, enacted on June 13, 1908, allows the provinces of Benguet, Lepanto-Bontoc, Nueva Vizcaya, and Agusan to receive their proportional share of the special fund derived from ten percent of internal revenue collections. Previously, these provinces were excluded from this fund, despite their residents contributing to a public improvement tax. The Act aims to rectify this inequity by ensuring these provinces participate in the road and bridge fund based on population. It emphasizes the urgency of the bill's passage for public benefit, taking effect on July 1, 1908.
