An Act Providing for an Examination of the Collection Accounts of Clerks of the Courts of First Instance and a Certificate of their Correctness, and a Certificate as to the Correctness of Pay Rolls and Vouchers for Disbursements of the Courts of First Instance
Act No. 452, enacted on September 2, 1902, mandates a monthly examination of the collection accounts of clerks from the Courts of First Instance by the provincial treasurer and fiscal. They are responsible for certifying that all collected fees for the Insular Government are accurately reported and included. Additionally, they must certify the services rendered for the courts on vouchers submitted for payment, without needing a judge's certification. This Act excludes the Court of First Instance in Manila and emphasizes its immediate effectiveness for public good.
