ACT NO. 1469
AN ACT PROVIDING FOR A LOAN OF FIFTY THOUSAND PESOS TO THE PROVINCE OF TARLAC FOR THE CONSTRUCTION OF A PROVINCIAL BUILDING
SECTION 1. There is hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, the sum of fifty thousand pesos, to be loaned to the Province of Tarlac.
SECTION 2. The money appropriated in section one of this Act shall be paid to the treasurer of the Province of Tarlac upon the production and delivery by him to the Insular Treasurer of a certified copy of a resolution of the provincial board of the Province of Tarlac accepting the loan hereinbefore authorized and agreeing to repay the same, without interest, in annual installments of one-sixth of the total amount, the first installment to be paid on or before July first, nineteen hundred and seven.
SECTION 3. The money hereby appropriated shall be used in the construction of a building for provincial offices and the Court of First Instance for the Province of Tarlac, and for no other purpose, and shall be expended under the direction of the provincial board of said province: PROVIDED, That the plans for the construction and the specifications shall be prepared by the Director of Public Works.
SECTION 4. The provincial board of the Province of Tarlac is hereby authorized to levy upon the real estate of the province a tax of one-eighth of one per centum, in addition to the tax authorized by the Provincial Government Act, for the purpose of repaying the loan hereinbefore authorized. The provincial treasurer shall transmit to the Insular Treasurer on or before the fifth day of each calendar month all money collected by him during the preceding month on account of this additional levy, and the money so transmitted shall be credited to the next installment of the repayment due.
SECTION 5. The public good requiring the speedy enactment of this bill, the passage of the same is hereby expedited in accordance with section two of "An Act prescribing the order of procedure by the Commission in the enactment of laws," passed September twenty-sixth, nineteen hundred.
SECTION 6. This Act shall take effect on its passage.
