Act No. 494, enacted on November 1, 1902, authorizes the Collector of Customs for the Philippine Archipelago to issue a temporary license for the vessel San Nicolas. This license allows the vessel to transport its rice cargo to the Province of Ambos Camarines, discharge the cargo, load a new cargo, and return to Manila. Importantly, the Act does not exempt the vessel or its owners from any penalties for prior violations of coastwise trading laws. The law was expedited for immediate effect upon passage.

ACT NO. 494
AN ACT AUTHORIZING THE COLLECTOR OF CUSTOMS FOR THE PHILIPPINE ARCHIPELAGO TO GRANT A TEMPORARY LICENSE TO THE VESSEL SAN NICOLAS, NOW IN THE HARBOR OF MANILA LOADED WITH RICE, TO PROCEED TO THE PROVINCE OF AMBOS CAMARINES AND THERE TO DISCHARGE SAID RICE, TAKE ON A CARGO, AND RETURN TO MANILA
SECTION 1. The Collector of Customs for the Philippine Archipelago is hereby authorized to issue a license to the vessel San Nicolas to proceed to the Province of Ambos Camarines with the cargo of rice she now has, and to discharge said cargo, take on a cargo from the Province of Ambos Camarines, and to return to the city of Manila. cHDAIS
SECTION 2. Nothing in this Act shall be construed to relieve the vessel San Nicolas or her owners from liability to fine or other penalty for violation of the coastwise trading laws or regulations prior to the passage hereof.
SECTION 3. The public good requiring the speedy enactment of this bill, the passage of the same is hereby expedited in accordance with section two of "An Act prescribing the order of procedure by the Commission in the enactment of laws," passed September twenty-sixth, nineteen hundred.
SECTION 4. This Act shall take effect on its passage.
