CHED Memorandum Order No. 007-07Other Rules and Procedures

CHED Memorandum Order No. 007-07, issued on January 25, 2007, amends previous guidelines regarding tuition and fee increases in higher education institutions (HEIs) in the Philippines. It stipulates that any increase in tuition and other fees must not exceed the prevailing national inflation rate from the prior year and mandates consultations with stakeholders before any increases can be approved by the Commission on Higher Education (CHED). The memorandum reinforces CHED's authority to regulate tuition and fees, in line with existing laws and Supreme Court decisions. All provisions of CMO No. 14, 2005 that remain unaffected by this amendment continue to be in effect, and the amendment will take effect 15 days post-publication.
