Amendments on Administrative Order (AO) No. 3 Otherwise Known as Supplemental Guidelines for the Twice a Day Feeding
DSWD Administrative Order No. 07-17, issued on July 7, 2017, amends the previously established Supplemental Guidelines for the Twice a Day Feeding program to expand its coverage beyond the original 36 provinces identified by the National Nutrition Council. The amendments aim to include local government units (LGUs) that are outside these provinces, as well as those in geographically isolated and disadvantaged areas, nutritionally depressed regions, and areas inhabited by indigenous peoples. The goal is to reach more beneficiaries in need of dietary supplementation. This expanded coverage is intended to enhance the program’s efficiency and effectiveness in addressing malnutrition. The amendments take effect immediately.

I. RATIONALE
• Administrative Order No. 3 series of 2017 otherwise known as Supplemental Guidelines for the Twice a Day Feeding signed by the Secretary on February 8, 2017 included the 36 provinces identified by the National Nutrition Council (NNC) with high magnitude of poverty and incidence of malnutrition. However, during the Program Implementation Review attended by the Regional Focal Persons held on March 21-24, 2017 at Subic, Olongapo City, they recommend to expand the coverage to reach more deserving beneficiaries for the program.
II. OBJECTIVE
• To widen the coverage and target beneficiaries of the twice-a-day feeding covering more LGUs which are outside the 36 identified provinces indicated in the previously approved supplemental guidelines and to reach indigenous people who need additional dietary supplementation.
To implement the program more efficiently and effectively, the approved AO 3 or the supplemental guidelines for the twice-a-day feeding is hereby amended to consider the following:
Coverage:
The coverage for the twice-a-day feeding will include the following:
a) LGUs outside the thirty six (36) identified provinces of National Nutrition Council (NNC) with no pending liquidation.
b) LGUs that are in Geographically Isolated and Disadvantaged Areas (GIDAs).
c) Nutritionally depressed areas.
d) Indigenous People areas.
These amendments on the AO 3 Supplemental Guidelines to AO 4 series of 2016 shall take effect immediately.
