AMENDMENT TO THE REVISED IMPLEMENTING GUIDELINES ON QUEDANCOR PROCUREMENT SYSTEM
Circular No. 389, as amended by Memorandum No. 501, is hereby amended further with respect to the following items:

5. Scope
This circular shall cover the availment of goods and services for P500,000.00 and below under the alternative method of procurement, except public bidding . . . AHTICD

6.7 General Mode of Procurement
Public bidding shall be conducted as the general mode of procurement for availment of goods and services above P500,000.00 by the BAC. The process involves . . .

6.8 Alternative Methods of Procurement
The PSD/AFSG shall resort to any of the following alternative methods of procurement for the availment of goods and services worth P500,000.00 and below subject to the recommendation of the BAC and approval of the President and CEO whenever justified by the conditions provided below to promote economy and efficiency:
6.8.1 Shopping

a. When there is an unforeseen contingency requiring immediate purchase provided, however, that the amount shall not exceed One Hundred Thousand Pesos (P100,000.00) and must be duly certified by the President and CEO; or
b. Procurement of ordinary or regular office supplies and equipment not available in the Procurement Service involving an amount not exceeding Five Hundred Thousand Pesos (P500,000.00); Provided, however, that . . . CHDAEc

The amount of Five Hundred Thousand Pesos (P500,000.00) shall be construed as the aggregate amount of the contract per GPPB opinion.
For the purpose of control and practicality, shopping shall be further classified into three types of procurement as follows:
1. Petty Purchase — shall cover availment of goods and services of P1,000.00 and below . . .
2. Open Canvass — shall cover availment of goods and services from above P1,000.00 to P100,000.00;
3. Sealed Canvass Bidding — shall cover availment of goods and services from above P100,000.00 to P500,000.00.
Creation of Technical Group
To ensure control of the sealed bidding, a technical working group (TWG) which shall handle sealed canvass bidding from above P100,000.00 to P500,000.00 shall be created to be composed of representatives from the Budget Management Division-Accounting and Budget Department (BMD-ABD), Systems Planning Office (PSO) and Office of the President (OP). The members of the TWG must have a salary grade of 15 up to 22, and must be knowledgeable on the procurement system of QUEDANCOR.
In addition to the members of the TWG, a technical expert from the General Services Division (GSD), Information Technology Department (ITD) and other concerned departments or units may be called during the TWG meeting depending on the expertise required for the type of requisition. However, only the regular members of the TWG shall have the right to vote during said meetings. cCAaHD

6.10 Preparation and Awarding of PO/JO/Contract
6.10.1 The PSD/AFSG shall prepare PO/JO for purchases above P1,000.00 up to P500,000.00 as the case may be. For availment of goods through public bidding, the BAC shall prepare and review the contract prior to the approval by the President and CEO.

8. Effectivity
Existing circulars, memoranda and other issuances on QUEDANCOR Procurement System consistent with the policies, rules and regulations herein provided shall remain in effect unless cancelled or revoked by the undersigned.
