NSO ADMINISTRATIVE ORDER NO. 01-08

In accordance with new laws and policies affecting civil registration that are responsive to the changing dynamics of the Filipino society, and in consideration of the cultural and customary practices among Muslim Filipinos and the Indigenous Peoples, which are basically aimed to preserve the integrity of marriage as a social institution, Administrative Order No. 1, Series of 2007 (AO 1, s. 2007) was promulgated.
The rules provide for the protection of the Solemnizing Officers (SOs) in keeping the integrity of the civil effect of the marriage being solemnized and subsequently registered in the civil register, being free of legal defects and with legitimate guarantee of the requirements of a valid marriage.
A.O. 1 s. 2007 defines the civil effects of religious marriages and marriages according to customary practices; clarifies rules and regulations in the registration of the authority of SOs to officiate marriage and; identifies duties and responsibilities of SOs which correspond to the provisions of the instituted policies on civil registration. AO 1, s. 2007 dated February 16, 2007 is hereby amended to strengthen the coordination and enhance advocacy and communication network, including monitoring avenues on civil registration programs and policies between the National Statistics Office (NSO) and the various religious groups.
The advocacy mechanism ensures continuing provision for updates on civil registration laws and procedures pertaining to solemnization of marriages. TDCaSE
The following provision on advocacy shall be added under Rule 3, Duties of the Civil Registrar General, to read as Rule 3.8, thus:
"Rule 3.8. Develops an advocacy agenda and initiates a communication and coordination mechanism with all concerned religious groups/sects for the dissemination of civil registration policies and advocacy developments affecting SOs."
Accordingly, Rule 7.4 (e) of AO 1, s. 2007 and other similar provisions under Rule 7.4 which states that:
"e. Proof of attendance in an orientation seminar conducted by NSO for SOs,"
are hereby revoked. Continuing education among SOs shall form part of the advocacy agenda under the new rule (Rule 3.8).
All other provisions of AO 1, s. 2007 remain in effect. All memoranda/circulars pertaining to the conduct of orientation seminars for SOs, under Rule 7.4 (e) and other similar provisions in Rule 7.4 are likewise repealed. cCSDTI
This Order shall take effect fifteen (15) calendar days after its publication in the Official Gazette or in a newspaper of general nationwide circulation.
