Amendment to Revised Election Code, as amended Re: Forfeiture of Bonds of Candidates
Republic Act No. 4421, enacted on June 19, 1965, amends the Revised Election Code by introducing Section 36-A, which mandates that all candidates for national, provincial, city, and municipal offices post a surety bond equivalent to one year's salary for the position sought. This bond is forfeitable to the government if the candidate fails to secure at least ten percent of the votes, provided there are no more than four candidates for that office. The act aims to ensure accountability among candidates and discourage frivolous candidacies. It took effect upon approval and was published in the Official Gazette in October 1968.
