EXECUTIVE ORDER NO. 392
AMENDING EXECUTIVE ORDER NO. 182 DATED FEBRUARY 14, 2003 ENTITLED "TRANSFERRING THE MEDICARE FUNCTIONS OF THE OVERSEAS WORKERS WELFARE ADMINISTRATION TO THE PHILIPPINE HEALTH INSURANCE CORPORATION"
WHEREAS, Section 2 of Executive Order No. 182 dated February 14, 2003 did not differentiate between the amount to be transferred to Philippine Health Insurance Corporation, (PHIC) and the amount to be retained and used by OWWA exclusively for implementing a supplemental health benefit package for OFWs; HDITCS
WHEREAS, there is a need to amend Section 2 of Executive Order No. 182.
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:
SECTION 1. Section 2 of Executive Order No. 182 dated February 14, 2003 is hereby amended to read as follows:
"SEC. 2. Transfer of Health Insurance Funds of the OWWA. — A portion of the Health Insurance Fund being administered by the OWWA shall be transferred to the PHIC within sixty (60) days from the effectivity of this Executive Order. The Fund to be transferred shall be in the amount actuarially needed to fund the basic OFW Medicare Program for a period of one (1) year to ensure continuity of service to OFWs provided, that the remaining portion of the Health Insurance Fund shall be retained and used by OWWA exclusively for implementing a supplemental health benefit package for OFWs. The transfer shall in no case result in any diminution or discontinuity of the existing benefit package."
SECTION 2. Repeal. — All orders, rules, regulations, issuances or parts thereof, which are inconsistent with this Executive Order are hereby repealed or modified accordingly.
SECTION 3. Effectivity. — This Executive Order shall take effect fifteen (15) days following its publication in the Official Gazette or in two (2) newspapers of general circulation.
DONE in the City of Manila, this 28th day of December, in the year of Our Lord, Two Thousand and Four.
