Amendment to Act No. 3108
Act No. 3299, approved on December 2, 1926, amends previous legislation by mandating that all individuals or firms engaged in land transportation of passengers or freight must carry and transport mail when requested by the Director of Posts. The terms of this service, including compensation, are to be agreed upon between the Director and the carrier. If they cannot reach an agreement, the Public Utility Commission will determine the compensation amount. Notably, carriers are required to provide mail transportation regardless of any disputes over payment until the Commission resolves the issue.

ACT NO. 3299
AN ACT AMENDING ACT NUMBERED THREE THOUSAND ONE HUNDRED AND EIGHT, MAKING OBLIGATORY THE TRANSPORTATION OF THE MAILS UNDER CERTAIN CONDITIONS
SECTION 1. One new section is hereby inserted between sections seventeen and eighteen of Act Numbered Thirty-one hundred and eight, which shall be known as section seventeen-A, to read as follows:
"SEC. 17-A. Every person, association, or firm engaged in the transportation of passengers or freight by land, subject to the regulations of the Public Utility Commission, shall carry and transport the mails whenever requested by the Director of Posts or his representatives, under such terms and conditions, and for such amount of compensation as may be agreed upon between the Director of Posts and the carrier. In case the Director of Posts and the carrier fail to come to an agreement concerning the amount of compensation to be paid for the carriage of the mails, the same shall be fixed by the Commission in accordance with subsection (c), section fourteen of this Act: Provided, That the failure of the Director of Posts and the carrier to come to such agreement shall not be ground for refusal on the part of the carrier to carry and transport the mails who shall render such service pending determination of the amount of compensation by the Commission."
SECTION 2. This Act shall take effect on its approval.
