Amendment to 1973 Appropriation Act
Presidential Decree No. 91, issued on January 6, 1973, amends the 1973 Appropriation Act by eliminating a proviso that mandated the Commission on National Integration to oversee funds allocated for improving the conditions of national minorities. The decree argues that this proviso would undermine presidential control and the authority of the Office of the Presidential Assistant on National Minorities. By removing the proviso, the decree aims to clarify the roles and responsibilities related to the welfare of national minorities without creating potential misunderstandings. This decree took immediate effect and is now part of Philippine law.
