Amendment of Section 8, Rule XVII of the Omnibus Rules Implementing Book V of E.O. No. 292
On August 11, 1998, the Civil Service Commission (CSC) issued Memorandum Circular No. 34-98, amending Section 8, Rule XVII of the Omnibus Rules Implementing Book V of Executive Order No. 292 (Administrative Code of 1987). This amendment aligns the rules with the provisions regarding grave offenses as specified in Section 22(q) of the same rules. The revised section stipulates that government officers and employees who are tardy or leave early—regardless of the duration—ten times in a month for two consecutive months, or for two months in a semester, may face disciplinary action. The circular applies to all heads of national and local government agencies, including government-owned corporations and state universities.
