Amending the Effectivity Date of Section 5 of P.D. 69
Presidential Decree No. 88, issued on January 3, 1973, amends the effective date of Section 137 of the National Internal Revenue Code, which was originally modified by Presidential Decree No. 69. The amendment, which imposes new tax rates on cigarettes and requires the printing of maximum retail prices on cigarette packaging, was postponed from January 1, 1973, to March 1, 1973. This delay is intended to alleviate the compliance burdens on cigarette manufacturers and the Bureau of Internal Revenue, which faced challenges in meeting the new requirements. The decree was enacted by President Ferdinand E. Marcos in the context of the ongoing administrative and logistical issues.
