Amending the Composition of the Inter-Cabinet Cluster Mechanism on Normalization Established under Executive Order No. 79, S. 2019

EXECUTIVE ORDER NO. 06

AMENDING THE COMPOSITION OF THE INTER-CABINET CLUSTER MECHANISM ON NORMALIZATION ESTABLISHED UNDER EXECUTIVE ORDER NO. 79 (S. 2019), ENTITLED "IMPLEMENTING THE ANNEX ON NORMALIZATION UNDER THE COMPREHENSIVE AGREEMENT ON THE BANGSAMORO"

WHEREAS, Executive Order (EO) No. 79 (s. 2019) established the Inter-Cabinet Cluster Mechanism on Normalization (ICCMN), and mandated the same to ensure timely, appropriate and efficient delivery of the Normalization Program, which is parallel and complementary to the provisions of Republic Act No. 11054 or the "Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao";

WHEREAS, EO No. 79 provides that representatives from the Office of the Presidential Adviser on the Peace Process (OPAPP), and the Office of the Cabinet Secretary (OCS), with a rank not lower than an Undersecretary shall be the Co-Chairpersons of the ICCMN;

WHEREAS, EO No. 158 (s. 2021) reorganized the OPAPP and renamed the same as the Office of the Presidential Adviser on Peace, Reconciliation and Unity; and

WHEREAS, EO No. 1 (s. 2022) abolished the OCS and placed the existing Cabinet Secretariat under the direct control and supervision of the Presidential Management Staff;

WHEREAS, there is a need to amend EO No. 79 in view of the abolition of the OCS and the renaming of the OPAPP; and

WHEREAS, Section 17, Article VII of the Constitution provides that the President shall have control of all executive departments, bureaus and offices;

NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order:

SECTION 1. Amendments. — (a) Section 3 of EO No. 79 is hereby amended to read as follows:

"Section 3. Composition. — The ICCMN shall be composed of one (1) representative each from the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) and the Office of the President, with a rank not lower than an Undersecretary, as Co-Chairpersons. The members shall consist of representatives from the following agencies with ranks not lower than an Assistant Secretary or its equivalent:

(b) The succeeding sections of EO No. 79, which make express reference to the OPAPP and OCS, are hereby amended accordingly.

SECTION 2. Unaffected Provisions. — Except as expressly modified by this Order, all other provisions of EO No. 79 shall remain in full force and effect.

SECTION 3. Repeal. — All orders, rules, regulations and issuances or parts thereof, which are inconsistent with this Order, are hereby repealed or modified accordingly.

SECTION 4. Effectivity. — This Order shall take effect immediately.
