PRESIDENTIAL DECREE NO. 982
AMENDING PERTINENT PROVISIONS OF THE CHARTERS OF STATE UNIVERSITIES AND COLLEGES
WHEREAS, there is a void in the membership of the governing Boards of chartered state universities and colleges created by the presently inoperative legislature;
WHEREAS, there is a need to have a wide representation of the various sectors in the governing Boards of state universities and colleges to provide for more relevant direction in their governance.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree to be part of the laws of the land.
SECTION 1. Any provisions of law to the contrary notwithstanding, the composition of all governing Boards of chartered state universities and colleges is hereby amended to replace the Chairman of the Senate Committee on Education and the Chairman of the House Committee on Education as members of the governing Boards whenever stipulated in the individual charters, with the appropriate Regional Executive Director of the National Economic and Development Authority (NEDA) for chartered state colleges and universities within his region, and a prominent citizen from the public or private sector with proven competence in his field of specification to be appointed by the President. The prominent citizen shall serve for a period of six years.
SECTION 2. All laws, decrees, executive orders or existing rules and regulations contrary to or inconsistent with the provisions of this Decree are hereby repealed, amended or modified accordingly.
SECTION 3. This Decree shall take effect immediately.
DONE in the City of Manila, this 18th day of August, in the year of Our Lord, Nineteen Hundred and Seventy-Six.
