PNP MEMORANDUM CIRCULAR NO. 0628-12

AMENDING RULE XX OF THE IMPLEMENTING RULES AND REGULATION OF REPUBLIC ACT NO. 5487 "AWARDS AND DECORATIONS OF SECURITY PERSONNEL"

1. References:

a. NAPOLCOM Memorandum Circular No. 93-018 entitled "Prescribing the Authorized Decorations, Service Medals, Ribbons and Badges of the Philippine National Police;

b. PNP Circular Number 2006-014 with subject "Rules and Regulations in the Conferment of Authorized Decorations, Service Medals, Ribbons and Badges to the Personnel of the Philippine National Police"; and

c. Republic Act No. 5487 "An Act to Regulate the Organization and Operation of Private Detective, Watchman or Security Guard Agencies" and Its Implementing Rules and Regulations.

2. Purpose:

This Circular provides the amendments to Rule XX of the Implementing Rules and Regulations of R.A. No. 5487 in the conferment of appropriate award for outstanding feat/accomplishment/achievement of security personnel during the performance of their duties and/or while serving in the exercise of security profession.

3. Objectives:

This Circular aims to:

a. Establish guidelines and procedures for the submission, processing and evaluation of recommendations for awards of all security personnel for their outstanding accomplishment/achievement during the performance of their duties and/or while serving in the exercise of their profession;

b. Enable the SOSIA Awards and Decorations Board to evaluate properly and objectively the recommendations for awards; and

c. Inspire and promote the spirit of heroism, dedication, hard work, devotion to duty and commitment to security service among those who exercise the security profession.

4. Definition of Terms:

a. Award — is anything tangible granted to an individual in recognition of acts of gallantry or heroism, meritorious service or skill proficiency. CacISA

b. Blue Guards — refer to the members/personnel of Private Security Agencies, Company Guard Forces and Government Security Forces.

c. Decoration — a piece of metal/material representing an award.

d. Civilian Volunteer — a member of a community/civic organization who assists the PNP in the enforcement of the law, prevention of crime, and maintenance of peace and order.

e. Conspicuous — clearly distinguished above others in the performance of one's duty.

f. Heroism — specific acts of bravery or outstanding courage or a closely related series of heroic acts performed within a short period of time.

g. Honorable — praiseworthy accomplishment of duties showing a sense of what is right, proper and noble.

h. Medal — refers to the distinctive physical device of metal and ribbon which constitute the tangible evidence of an award.

i. Meritorious Service — praiseworthy execution of duties over a period of time. Service differs from achievement as service concerns a period of time while achievement concerns an enterprise having definite beginning and end but not necessarily connected with a specific period of time.

j. Meritorious Achievement — a praiseworthy accomplishment with easily discernible beginning and end and carried through to completion. The length of time involved is not a consideration but speed and impact of accomplishment may be a factor in determining the worth of the enterprise.

k. Outstanding — a performance of duty standing out from the others.

l. Quasi-Police Forces — members of civil security forces such as, but not limited to, licensed private security guards, company guards and Civilian Home Defense Forces.

m. Wound — is defined as an injury to any part of the body from an outside force, element or agent sustained as a result of a hostile act of the enemy.

5. Types of Awards:

All security personnel are entitled to the following awards for their outstanding feat/accomplishment/achievement during the performance of their duties and/or while serving in the exercise of security profession.

a. Medalya ng Katangitanging Asal (Blue Guards Outstanding Conduct Medal);

b. Medalya ng Sugatang Magiting (Blue Guards Wounded Medal);

c. Medalya ng Katapatan sa Paglilingkod (Blue Guards Distinguished Service Medal);

d. Medalya ng Kasanayan (Blue Guards Efficiency Medal);

e. Medalya ng Papuri (Blue Guards Commendation Medal);

f. Medalya sa Pagtulong sa Nasalanta (Blue Guards Disaster Relief and Rehabilitation Medal); and

g. Letter of Commendation.

6. Description of Action Required on the Above-Mentioned Awards:

a. Medalya ng Katangitanging Asal (Blue Guards Outstanding Conduct Medal). It can be awarded to any member of Quasi-Police Forces and other Civilian Volunteers with corresponding requirements as follows:

1) For heroic acts of the Blue Guard in actual conflict with criminal elements during a crime incident; and

2) Life-saving situation, distinguishing himself conspicuously by gallantry and intrepidity at the risk of life above and beyond the call of duty.

b. Medalya ng Sugatang Magiting (Blue Guards Wounded Medal). It can be awarded to any member of the Blue Guards in the actual performance of duties. It requires that said member must have been wounded in action in his fight against criminal elements or from a direct assault of the enemy, or wounds caused by fire in a fire-fighting activity. Provided, however, that such wounds would necessitate treatments by a medical officer. TIaCAc

c. Medalya ng Katapatan sa Paglilingkod (Blue Guard Distinguished Service Medal) can be awarded to any member of the Blue Guards whose action and performance either fall under paragraph 1 or 2 below.

1) It can be awarded to any Blue Guard who has rendered eminently meritorious and invaluable service in the position of major responsibility. The performance of duty must be exceptional. A superior performance of duty, normal and relative to the assignment, position and experience of an individual is not an adequate basis for the award; and

2) The accomplishment of the duty, which has to be exceptional or significant, should have been completed prior to the submission of recommendation.

d. Medalya ng Kasanayan (Blue Guards Efficiency Medal). It can be awarded to any member of the Blue Guards for meritorious and invaluable service rendered. The performance of duty must be in such a way as to merit recognition by an exceptional service. The superior performance of the normal duties as called for by the position is not enough justification of the award.

e. Medalya ng Papuri (Blue Guards Commendation Medal). It can be awarded to any member of the Blue Guards who has demonstrated exemplary efficiency, devotion and loyalty to his duty assignments.

f. Medalya sa Pagtulong sa Nasalanta (Blue Guards Disaster Relief and Rehabilitation Medal). It can be awarded to any member of the Blue Guards with the requirements that there should be an active participation of such member in an undertaking that involves rescue, relief and rehabilitation operations in relation to disasters or fortuitous events such as typhoons, floods, earthquakes, conflagration and other calamities.

g. Letter of Commendation — any good activity done by the Blue Guards.

7. Authority to Grant Award — The following are authorized to approve/issue awards:

a. Medalya ng Katangitanging Asal — RDs, PROs; Director, CSG;

b. Medalya ng Sugatang Magiting — Chief, PNP; RDs, PROs; Director, CSG;

c. Medalya ng Katapatan sa Paglilingkod — Chief, PNP;

d. Medalya ng Kasanayan — RDs, PROs/Director, CSG;

e. Medalya ng Papuri — Chief, SOSIA; PDs, PPO;

f. Medalya sa Pagtulong sa Nasalanta — Chief, SOSIA; PDs, PPO; and

g. Letter of Commendation — PSAs/CGFs Operators/Managers concerned.

8. Description of Medals:

a. Medalya ng Katangitanging Asal (Blue Guards Outstanding Conduct Medal) (Incl. 1).

 A circular disc. On the fringes of the disc is a sampaguita wreath. At the center of the disc are two kampilans crossed diagonally, superimposed over a sun with eight rays. At the center below the kampilan is the enclosed inscription "DATU". At the back of the medal, the word "KATANGITANGING ASAL" is engraved. The medal is suspended from a neckband of red silk moire 1 3/8 inches in width and 20 inches in length with three blue stripes at the center 1/8 inch in width spaced 1/16 inch apart. The service ribbon of this award shall bear the degree of the award in a scroll placed at the center of the ribbon.

b. Medalya ng Sugatang Magiting (Blue Guard Wounded Medal) (Incl. 2).

 A circular silver disc with the SOSIA seal at the center. The medal is suspended from a blue silk moire ribbon 1 3/8 inches in width and 1 3/8 inches in length with a white stripe at the center 5/16 inches width. The ribbon is attached to a bar with the inscription "SUGATAN".

c. Medalya ng Katapatan sa Paglilingkod (Blue Guard Distinguished Service Medal) (Incl. 3). HTCISE

 A golden cross with the SOSIA seal at the center. The seal is surrounded by a sampaguita wreath. On the four arms of the cross are seventeen stars distributed as follows: on the top arm are three small stars; on the left and right arms are five stars each, one big star flanked by two small stars on each side, and at the bottom arm are four stars consisting of two big stars sandwiching two small stars. On the reverse side of the medal, the words "PAGLILINGKOD SA BAYAN", name, grade and organization of the recipient as well as the place and date of service or services for which the medal is awarded are engraved. The medal is suspended from a neckband of green silk moire 1 3/8 inches in width and 20 inches in length with a blue line at the center 5/16 inches in width. The service ribbon for this award shall bear the SOSIA seal placed at the center within the red band of the ribbon.

d. Medalya ng Kasanayan (Blue Guards Efficiency Medal) (Incl. 4).

 A circular gold disc with three arrows bound together by a knot at the center with the SOSIA seal as backdrop and two sampaguita leis of equal length on both sides of the bundled arrows. The medal is suspended from a yellow silk moire ribbon 1 3/8 inches in width and 1 3/8 inches in length with three (3) blue stripes at the center 1/16 inch in width and 1/16 inch apart. The medal is attached to a bar with the inscription "DEVOTION TO DUTY".

e. Medalya ng Papuri (Blue Guards Commendation Medal) (Incl. 5).

 A bronze medal in the shape of pentagon with the SOSIA seal at the center. Distributed symmetrically are four big stars at the four bottom corners sandwiching two small stars each. Overhead the SOSIA seal are seven small stars. The medal is suspended from a blue silk moire ribbon 1 3/8 inches in width and 1 3/8 inches in length with three yellow bands at the center 1/4 inch in width and spaced 1/16 inch apart. The ribbon is attached to a bar with the inscription "PAPURI".

f. Medalya sa Pagtulong sa Nasalanta (Blue Guards Disaster Relief and Rehabilitation Medal) (Incl. 6).

 A circular bronze disc with a sampaguita wreath running along the circumference of the disc. At the center of the disc are four arms with the hands holding the forearms of another forming a square. At the center of the square is the SOSIA seal. The medal is suspended from a ribbon 1 1/3 inches in width and 1 1/3 inches in length divided equally into three bands colored blue, green and gold.

9. Wearing of Medals — All security guards who are recipients of awards shall wear them as part of their uniform and miniature thereof shall be worn at the above right pocket of the uniform.

10. The categories for recognition of the Most Outstanding Security Guard, Private Security Agency and Company Guard Forces of the year are the following: aEcADH

a. Male Security Guard of the Year;

b. Lady Guard of the Year;

c. Private Security Agency of the Year; and

d. Company Guard Force of the Year.

11. The categories for recognition of the Most Outstanding Security Training School are the following:

a. Security Training School of the Year;

b. Security Training School Administrator of the Year; and

c. Security Training Instructor of the Year.

12. The categories for recognition of the Most Outstanding Canine Service Providers are the following:

a. Canine Service Provider of the Year;

b. Canine Handler of the Year; and

c. Canine Trainer of the Year.

13. Organization, Composition and Functions of the SOSIA Awards and Decorations Board:

b. Function of SOSIA Awards and Decoration Board Secretariat:

 It shall be the duty of the SOSIA Awards and Decoration Board Secretariat to receive, evaluate and approve the recommendation from various official and private sources, for any meritorious and commendable action, achievement or accomplishment and to give such exemplary deed or act due recognition by granting the recommendee the corresponding decoration, medal, ribbon, or commendation as the case may be.

14. Guidelines and Procedures for the Processing of Awards:

a. Accomplishment Report

 The Security Agency Manager/Operator of the concerned security personnel shall submit immediately the accomplishment report of the said personnel accompanied with a recommendation for an appropriate award that will be supported if applicable by the following documents.

1) Police Report;

2) Affidavit of arrest/seizure;

3) Affidavit of witnesses/disinterested parties;

4) Pictures;

5) Case/s filed; and

6) Other documents.

b. Processing of Awards and Decoration:

1) Recommendation for award shall be submitted to the SOSIA Awards and Decoration Board Secretariat that will be responsible for ensuring the completeness of the documents; and

2) The recommendation for award shall be evaluated by the SOSIA Awards and Decoration Board. Its findings and recommendations shall be submitted to the Director, CSG and/or Chief, SOSIA for approval and implementation. If the award falls under the jurisdiction of higher authorities, it shall cause its transmittal to the concerned higher authority. aCIHcD

c. Posthumous Awards:

 Awards of medal(s) may be made following the death of the person being honored in the same manner they are made for a living person except that the orders and citations will indicate that the award is being made posthumously. In case an individual who distinguished himself dies before the making of an award to which he may be entitled, such award may be nevertheless be granted to the next of kin of the deceased.

15. Basic Principles:

a. No award shall be given to security personnel for the mere performance of his usual duty. Medals may be given only if the performance of the said usual duty is exceptionally outstanding as compared with other personnel with the same duty, or it is extraordinarily difficult given the situation when and where it was performed; and

b. Awards may be given only within one (1) year from the time the security personnel became entitled thereto.

16. Repealing Clause:

All memorandum circulars, resolutions, orders and other issuances or parts thereof which are inconsistent with, or contrary to the provisions of this Circular are hereby repealed, amended or modified accordingly.

17. Effectivity:

This Memorandum Circulars shall take effect fifteen (15) days from the filing of a copy thereof at the U.P. Law Center in accordance with Sections 3 and 4 of Chapter 2, Book VII of Executive Order No. 292 otherwise known as "The Revised Administrative Code of 1987 n, as amended".
