Republic Act No. 1622, enacted on June 13, 1957, amends provisions of Republic Act No. 1169 concerning charity sweepstakes races and lotteries. It establishes the role of the General Manager of the Philippine Charity Sweepstakes Office, who is appointed by the Board of Directors and can only be removed for cause. The Act specifies that only Philippine-born horses that have not previously raced may enter sweepstakes, with the Board responsible for setting registration and measurement dates. Additionally, the Philippine Charity Sweepstakes Office is permitted to print its own tickets and materials, which are classified as government securities to deter forgery. Any conflicting existing laws are repealed with the enactment of this Act.

REPUBLIC ACT NO. 1622

AN ACT TO AMEND REPUBLIC ACT NUMBERED ELEVEN HUNDRED AND SIXTY-NINE PROVIDING FOR CHARITY SWEEPSTAKES RACES AND LOTTERIES

SECTION 1. Sections two and five of Republic Act Numbered Eleven hundred and sixty-nine are hereby amended to read as follows: cd

"Sec. 2. The general manager shall be appointed by the Board of Directors and he can be removed or suspended only for cause as provided by law. He shall have the direction and control of the Office in all matters which are not specifically reserved for action by the Board. Subject to the approval of the Board of Directors, he shall also appoint the personnel of the Office, except the Auditor and the personnel of the Office of the Auditor who shall be appointed by the Auditor General."

"Sec. 5. The Board of Directors of the Philippine Charity Sweepstakes is hereby authorized to fix the heights of race horses to run in each sweepstakes race as provided for in this Act.

"Only horses born in the Philippines that have not run for a prize previously in any race may participate in any sweepstakes race under this Act. The Board of Directors of the Philippine Charity Sweepstakes shall fix the dates of registration, measurement and declaration of horses to participate in any sweepstakes race. No horse owner shall be permitted to register more than one entry that may participate in any sweepstakes race."

SECTION 2. The Philippine Charity Sweepstakes Office is hereby authorized to print its sweepstakes and lottery tickets, official lists and other printed matters in a printing press which said office may install for the purpose. Such tickets shall be considered government securities for the purpose of penalizing forgery or alteration.

SECTION 3. Any provisions of existing laws inconsistent herewith are hereby repealed.

SECTION 4. This Act shall take effect upon its approval.
