Amending P.D. No. 690 Re: Creation of the Southern Philippines Development Administration

PRESIDENTIAL DECREE NO. 719

AMENDING PRESIDENTIAL DECREE NO. 690 "CREATING THE SOUTHERN PHILIPPINES DEVELOPMENT ADMINISTRATION AND ABOLISHING THE COMMISSION ON NATIONAL INTEGRATION, THE MINDANAO DEVELOPMENT ADMINISTRATION, THE PRESIDENTIAL TASK FORCE FOR THE RECONSTRUCTION AND DEVELOPMENT OF MINDANAO AND THE SPECIAL PROGRAM OF ASSISTANCE FOR THE REHABILITATION OF EVACUEES (SPARE), APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES"

WHEREAS, the Presidential Assistant on National Minorities (PANAMIN) has amply demonstrated sustained effectiveness in the implementation of the Government's policies directed towards the care and upliftment of the nation's cultural minorities;

WHEREAS, Presidential Decree No. 690 transfers the powers, functions and duties of the defunct Commission on National Integrations to the Southern Philippines Development Administration and the Department of Agrarian Reform;

WHEREAS, in order not to disrupt the continuing activities and projects of the Government which have so far proven successful with regard to the non-muslim hill tribes throughout the country and in order to consolidate the powers which may have heretofore been dispersed among several government agencies concerning these cultural minorities, it is necessary that said powers, functions and duties be transferred to and maintained in the PANAMIN; aisa dc

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and make as part of the law of the land the following:

 The second paragraph of Section 17 of Presidential Decree No. 690 is hereby amended to read as follows:

"All the outstanding contracts of the Commission on National Integration, Mindanao Development Authority, the Presidential Task Force for the Reconstruction and the Special Program of Assistance for the Rehabilitation of Evacuees (SPARE) with other agencies and/or instrumentalities of the government or those with private entities are assumed by the Administration, except that in case of the non-muslim hill tribe cultural minorities all throughout the Philippines, the powers, functions and duties of the commission on National Integration as provided for in Republic Act No. 1888, as amended, insofar as these non-muslim hill tribes are concerned, shall be exercised solely by the Office of the President through the Presidential Assistant on National Minorities."

SECTION 2.  Repealing Clause. — All laws, acts, decrees, executive orders and rules and regulations, or parts thereof inconsistent with this Decree are hereby repealed or modified accordingly.

SECTION 3.  Effectivity. — This Decree shall take effect immediately.
