Amending Part II on Departmental Organization of Integrated Reorganization Plan
Presidential Decree No. 1-B, issued on November 1, 1972, amends the organizational structure of government departments in the Philippines by allowing for more than one Undersecretary under specific conditions. While the original plan mandated a single Undersecretary per Department to ensure professionalism and unity, this decree recognizes that certain circumstances may necessitate additional Undersecretaries. More than one Undersecretary can be appointed if there are existing incumbents who are certified by the Department Secretary or if a newly-created Department requires them, contingent upon the approval of the President. This change aims to facilitate necessary reforms in the country’s governance.
