Executive Order No. 779, issued on January 21, 2009, amends the previous Executive Order No. 634 from July 3, 2007, which established the Bicol Calamity Assistance and Rehabilitation Effort Committee (B CARE C). The B CARE C was created to coordinate relief and rehabilitation efforts in the Bicol Region following severe typhoons. Due to delays in program implementation, the order extends the committee's operational term until June 30, 2010. This extension allows for continued support and oversight of recovery initiatives in the affected areas. The Executive Order took immediate effect upon issuance.
