EXECUTIVE ORDER NO. 874

AMENDING EXECUTIVE ORDER NO. 483, SERIES OF 2005, BY CONVERTING THE UNESCO LIFELONG LEARNING CENTER FOR SUSTAINABLE DEVELOPMENT (UCLLSD) INTO THE SOUTHEAST ASIAN CENTER FOR LIFELONG LEARNING FOR SUSTAINABLE DEVELOPMENT

WHEREAS, Executive Order (EO) 483, dated December 27, 2005, established the UNESCO Lifelong Learning Center for Sustainable Development of the Philippines and designated the operation Brotherhood Montessori Center, Inc. as national laboratory of the Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA) and Commission on Higher Education (CHED);

WHEREAS, the ten (10) Southeast Asian countries, namely, Brunei Darussalam, Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, Singapore, Thailand, Timor Leste, and Vietnam, fully support the establishment of the Southeast Asian Center for Lifelong Learning for Sustainable Development (SEA-CLLSD) in the Philippines; ISCaTE

WHEREAS, under the Implementing Rules and Regulations of EO No. 483, the Center has to collaborate in putting the Education for Sustainable Development component in the educational programs from early childhood education, basic education, technical-vocational programs and teacher training courses;

WHEREAS, the United Nations has designated UNESCO to be the lead agency to implement the Decade of Education for Sustainable Development, 2005-2014;

WHEREAS, the SEA-CLLSD uses the functional definition of ESD as standardized by UNESCO and links to lifelong learning citing UNESCO's role as task manager of Chapter 36 of Agenda 21, emphasizing that ESD is for everyone at all stages of life and in all possible learning contexts;

WHEREAS, the SEA-CLLSD, as a research and resource management center, will link with the DepEd, TESDA, CHED, and other service providers towards lifelong learning and education for sustainable development;

WHEREAS, the SEA-CLLSD serves as a service provider, standard-setter, and a research and resource management center in the field of lifelong learning to reorient education in support of sustainable development in the Southeast Asian sub-region;

WHEREAS, the UNESCO National Commission of the Philippines recognizes the importance of creating strategic mechanisms that respond to the need to reorient education towards the goals of Education for Sustainable Development;

WHEREAS, the 35th UNESCO General Conference (October 2009) approved the establishment of the Philippines-SEA-CLLSD as a category 2 Center under the auspices of UNESCO (35 C/20 Part XIII), as recommended by the Executive Board in its 182nd Session (182 EX/Decision 20-I).

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby establish the Southeast Asian Center for Lifelong Learning for Sustainable Development (SEA-CLLSD), as an inter-agency coordinating body for lifelong learning for sustainable development. In addition, in order to finance its operations, personnel, facilities and expertise, the amount necessary to finance the operation of the Center shall be included in the Annual General Appropriations Act (GAA) as approved by Congress, under the name of SEA-CLLSD. This act will amend Executive Order 483 dated December 27, 2005.
