AMENDING ADMINISTRATIVE ORDER NO. 03 (S. 2017),CREATING AN INTER-AGENCY TASK FORCE FOR THE RECOVERY, RECONSTRUCTION, AND REHABILITATION OF THE CITY OF MARAWI AND OTHER AFFECTED LOCALITIES

WHEREAS, on 28 June 2017, Administrative Order No. 03 (s. 2017) was issued creating Task Force Bangon Marawi to take charge of a comprehensive and integrated rehabilitation program for Marawi City and other affected localities;

WHEREAS,on 17 October 2017, Marawi City has been effectively liberated from the control of ISIS-backed local terrorist groups, signaling the start of a full-blown reconstruction period;

WHEREAS,there is a need to re-organize Task Force Bangon Marawi in order to reflect the government's current priority to rebuild and develop the settlement areas affected by the armed conflict;

WHEREAS, Executive Order No. 292 (s. 1987), otherwise known as the Administrative Code of 1987, gives the President a continuing authority to reorganize the administrative structure of the Executive Branch of the government;

NOW, THEREFORE, I, RODRIGO ROA DUTERTE,President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order:

SECTION 1. Section 1 of Administrative Order No. 3 is hereby amended to read as follows:

"Section 1. Creation of an Inter-Agency Task Force for the Recovery, Reconstruction, and Rehabilitation of Marawi City. — An Inter-Agency Task Force for the Recovery, Reconstruction, and Rehabilitation of Marawi City, to be known as Task Force Bangon Marawi, is hereby created to be composed of the following:

Chairperson:

Chairman of the Housing and Urban Development Coordinating Council (HUDCC)

Vice-Chairpersons:

Secretary of National Defense (DND)

Secretary of Public Works and Highways (DPWH)

"The Chairman of the HUDCC as head of Task Force Bangon Marawi shall have operational control and supervision of the said Task Force and the overall responsibility to ensure that the objectives of this Order are accomplished."

SECTION 2. Sections 3 (b) and (e) of Administrative Order No. 03 is hereby amended to read as follows: HESIcT

"Section 3. Task Force Sub-Committees. — The members of Task Force Bangon Marawi shall organize themselves into sub-committees, under the supervision of the Head of the Task Force, as follows:

"b. Sub-Committee on Housing — To be headed by the HUDCC, shall be primarily responsible for the immediate rehabilitation and construction of temporary or permanent shelters, and the restoration of water, electricity, and other public utilities therein;

"c. Sub-Committee on Security, Peace and Order — To be co-headed by the DND and the DILG, shall be responsible for the restoration and maintenance of peace and order, and the continuity of public services in the city.

SECTION 3. Except for the foregoing amendments, all other provisions of AO No. 03 shall remain unchanged.

SECTION 4. This Administrative Order shall take effect immediately upon its publication in a newspaper of general circulation.
