Amending Act No. 2655 As Amended (Usury Law)
Presidential Decree No. 1684, issued on March 17, 1980, amends the Usury Law to allow the Monetary Board of the Philippines to set and adjust maximum interest rates for loans based on economic conditions. It permits gradual changes to these rates and allows for higher rates on lower-priority loans from various credit institutions. The decree also enables parties to loan agreements to stipulate that interest rates can increase or decrease in line with changes in the maximum legal rates, provided such adjustments are explicitly included in the agreement. This amendment aims to balance the interests of creditors and debtors while ensuring economic stability.
