Alternative Work Arrangement in Light of the Enhanced Community Quarantine over the Entire Luzon
On March 17, 2020, the Civil Service Commission (CSC) issued Announcement No. 013-20, directing government agencies in Luzon to implement a work-from-home arrangement due to the Enhanced Community Quarantine ordered by President Rodrigo Duterte. This arrangement, effective from March 17 to April 13, 2020, allows only agencies providing essential services to maintain a skeletal workforce. Agencies are required to report their work-from-home implementation to the CSC's Regional Offices for record-keeping. This announcement overrides any previous directives that conflict with its provisions.

In line with the Memorandum Circular signed by the Executive Secretary and issued on March 16, 2020, by order of President Rodrigo Roa Duterte, which provides for the Enhanced Community Quarantine over Luzon and further guidelines for the management at Corona Virus Disease (COVID-19) throughout the country, work arrangement of government agencies in Luzon shall now be limited to work from home except these agencies required to provide skeletal force under par. (4) thereof, as part of the implementation of the strict home quarantine policy.
The work from home arrangement shall subsist for the period of March 17-April 13, 2020 at until such time the Enhanced Community Quarantine over Luzon has been lifted. aScITE
Report on the work from home arrangement adopted by government agencies shall be submitted to the Civil Service Commission Regional Offices for records purposes.
Earlier issuance on the matter that is inconsistent herewith is hereby amended accordingly.
