Allowing Growing, Buying and Selling of Cigar Filler (or Native) Tobacco in Certain Provinces
Letter of Instructions No. 396, issued on April 19, 1976, by President Ferdinand E. Marcos, addresses the challenges faced by farmers in the Ilocos Region and Central Luzon who have traditionally cultivated cigar filler (native) tobacco despite regulations prohibiting its growth in certain zones. Recognizing the economic distress of approximately 6,154 farmers, who have planted 3,077 hectares of this tobacco, the letter suspends specific sections of the Philippine Tobacco Board Regulation No. 2-75 for Crop Year 1976, allowing these farmers to sell their produce. Additionally, it instructs the Philippine Tobacco Administration to stabilize market prices and encourages information dissemination among farmers to align with the objectives of Presidential Decree No. 628. The directive underscores the government's commitment to promoting the economic well-being of its agricultural citizens.
