LETTER OF INSTRUCTIONS NO. 944

Pursuant to the policy of the Administration of extending every possible assistance to the country's over 40,000 barangays, and considering that one of the main channels of providing assistance and guidance to barangays has been the various Federations of Associations of Barangay Councils under the Pambansang Katipunan ng mga Barangay; further, the Pambansang Katipunan ng mga Barangay has been assisted by a national secretariat under the Ministry of Local Government and Community Development since its organization in 1974; furthermore, there is a need to render such national secretariat effective, you are hereby instructed to create formally said national secretariat to be known as the National Barangay Operations Office to serve as support unit of the Pambansang Katipunan ng mga Barangay as one of the regular agencies under your Ministry and to allot, out of the authorized CY 1980 budget of the Ministry, specifically that providing for "Assistance to Barangays", the sum that might be required for operational expenses and various projects of said National Barangay Operations Office.
DONE in the City of Manila, this 17th day of October, in the year of Our Lord, Nineteen Hundred and Seventy-Nine.
