Adoption of the Revised Philippine Electrical Code Part I
On September 14, 2009, the Professional Regulation Commission (PRC) adopted the 2009 (8th Edition) Philippine Electrical Code Part 1 (PEC1) as part of the regulations governing the practice of electrical engineering. The revised code, submitted by the Institute of Integrated Electrical Engineers, incorporates significant changes aimed at enhancing electrical installation safety, including updates to wiring methods, grounding requirements, and the addition of new articles addressing sensitive electronic equipment and temporary installations. This resolution mandates the integration of the PEC1 into the National Building Code, subject to approval by the Department of Public Works and Highways. The adoption of this code will take effect fifteen days after its publication in the Official Gazette.

ADOPTION OF THE REVISED (8TH EDITION) PHILIPPINE ELECTRICAL CODE PART 1 (PEC1) AS PART OF THE RULES AND REGULATIONS CONCERNING THE PRACTICE OF ELECTRICAL ENGINEERING AND AS A REFERRAL CODE IN ACCORDANCE WITH THE NATIONAL BUILDING CODE
WHEREAS, Engr. Arthur N. Escalante, National President and Engr. William W. Yang, Chairman of the Code Committee, Philippine Electrical Code Part 1, of the Institute of Integrated Electrical Engineers of the Philippine, Inc. (IIEE), submitted a copy of the revised Philippine Electrical Code Part 1 consisting of two (2) volumes for adoption by the Board and approval of the Professional Regulation Commission (PRC);
WHEREAS, the IIEE also recommended to the Secretary, DPWH for the approval and incorporation thereof as a referral code in the National Building Code;
WHEREAS, in the "Preface" embodied in the 2009 Revised Philippine Electrical Code Part 1, the Chairman of the Code Committee, pointed out, among others, that the significant and salient changes in the 2009 (8th Edition) of the PEC1 are as follows:
• Chapter 1 — General. The Introduction in PEC1 2000 is now made part of Chapter 1.
• Chapter 2 — Wiring and Protection. For services of multi-family dwellings, added the requirement for separate main service equipment solely for administration loads. Also added is the requirement for a maximum of six (6) overcurrent devices for outside branch circuits. Importance must be given in this chapter to Article 2.50 — Grounding and Bonding, since substantial changes has been incorporated. Lastly, worth mentioning is the addition of Article 2.85 — Transient Voltage Surge Suppressors: TVSSs.
• Chapter 3 — Wiring Methods and Materials. This chapter has undergone a major reorganization, where articles for different wiring methods and materials have been shifted around within the chapter, and a times to other chapters. Notable, however, are the reassignments of: the article on Temporary Wiring (Article 3.5 in PEC1 2000) to Chapter 5 as Article 5.90 — Temporary Installations, the article on Switches (Article 3.80 in PEC1 2000) to Chapter 4 as Article 4.4, and the article on Switchboards and Panelboards (Article 3.84 in PEC1 2000) to Chapter 4 as Article 4.8. • Chapter 4 — Equipment for General Use. AS MENTIONED UNDER Chapter 3, Article 3.90 — Switches in PEC1 2000 is now Article 4.4 in PCE1 2009, and Article 3.84 — Switchboards and Panelboards in PEC1 2000 is now Article 4.8 in PEC1 2009. In addition, a new Article 4.9 — Industrial Control Panels is added to this chapter.
• Chapter 5 — Special Occupancies. This chapter basically has not changed much, except for minor changes in the titles of some articles, the addition of Article 5.6 — Zone 20, 21, and 22 Locations for Combustible Dusts, Fibers and Flyings, and the reassignment of Article 3.5 — Temporary Wiring in PEC1 2000 to this chapter as Article 5.90 — Temporary Installations.
• Chapter 6 — Special Equipment. Changes to this chapter are additional articles; Articles 6.47 — Sensitive Electronic Equipment, Article 6.82 — Natural and Artificially Made Bodies of Water and Article 6.92 — Fuel Cell Systems.
• Chapter 7 — Special Conditions. Special conditions, which cover emergency systems, legally required standby systems, fire alarm systems, and fiber optics, among others, has no significant changes.
• Chapter 8 — Communications Systems. Again, no significant changes to this chapter.
• Chapter 9 — Tables, Similarly, no significant changes done.
• Chapter 10 — Watercraft. As with PEC1 2000, this chapter is presented in its own volume and contains no changes in PEC1 2009.
• Appendix D — Wiring Design Examples. Changes to this appendix are shown in Example D15: Voltage Drop Calculation. Examples D20: Store Building and D21: Industrial Feeders in a Common Raceway are added; and
WHEREAS, the Board, after a review of the said changes introduced by the Code Committee of the IIEE on PEC1, finds the same to be not only well-taken but also innovative as they would, among others, enhance the safety of electrical installations;
NOW THEREFORE, the Board RESOLVES, as it is hereby RESOLVED, to adopt, promulgate, and issue the attached two (2) volumes of the 2009 (8th) Edition of the Philippine Electrical Code Part 1, appended to and made an integral part as Annex "A" of this resolution and of the Rules and Regulations Governing the Practice of Electrical Engineering; and, accordingly, to recommend to the Secretary of the Department of Public Works and Highways (DPWH) its approval and incorporation thereof as a referral Code in the National Building Code, as provided in Sec. 201, Chapter 2 of P.D. This Resolution shall take effect after fifteen (15) days following the full and complete publication in the Official Gazette or in a newspaper of general circulation in the Philippines.
Let a copy of this Resolution and a copy of each of the two volumes of the PEC1, Volume 2009 (8th Edition) be furnished to the Secretary of DPWH for his approval and incorporation thereto as a referral Code in the National Building Code.
