Adopting CSC and DBM Joint Circular No. 2, s. 2004 on Non-monetary Remuneration for Overtime Service Rendered
Supreme Court Administrative Circular No. 18-05, issued on April 4, 2005, adopts Joint Circular No. 2, Series of 2004, from the Civil Service Commission and the Department of Budget and Management as part of the judiciary's austerity program. This measure replaces monetary overtime compensation with non-monetary remuneration, allowing employees to take "time-off" equivalent to their accrued overtime hours. The initiative aims to reduce judiciary expenses while providing employees with benefits such as additional family time and reduced transportation costs. However, exceptions are made for specific judicial drivers who may continue to receive overtime pay, and the Chief Justice retains the authority to authorize exceptions if justified. Implementation guidelines will be developed by the Court Administrator and the Chief Administrative Officer.
