Act No. 3556, enacted on November 25, 1929, establishes procedures for managing the estates of deceased lepers from the Culion Leper Colony or other treatment camps. Upon a leper's death, the chief or designated medical officer is responsible for taking possession and inventorying the deceased's property, which must be filed with the Insular Auditor via the Director of Health. If there are no relatives to administer the estate, the official must identify lawful heirs and manage the estate's distribution accordingly. Reasonable expenses incurred in this process can be covered by the estate.
