PRESIDENTIAL DECREE NO. 2034
PROVIDING ADDITIONAL PERIOD FOR FILING APPLICATIONS FOR VALIDATION OF TITLES TO LANDS WITHIN THE BAGUIO TOWNSITE RESERVATION PURSUANT TO P.D. 1271, AS AMENDED, AND FOR PAYMENT OF VALIDATION FEES PRESCRIBED THEREUNDER
WHEREAS, in spite of the announcement made in the mass media requiring the filing of applications for validation of titles for lands situated in the townsite of Baguio City not later than May 31, 1980 pursuant to P.D. 1271, as amended by P.D. 1311 and P.D. 1651, there are still thousands of holders of titles issued on or before July 31, 1973, as a result of the reopening of Civil Reservation Case No. 1, G.L.R.O. Record No. 211, who had not yet filed their applications for validation of titles on or before the deadline set by law;
WHEREAS, it has been found that there are also still thousands of applications duly filed before the deadline set by law for which, however, no full payment had yet been made of the required fifteen (15%) percent of the assessed value of the lands covered by the titles prior to the deadline set by law on December 22, 1980;
WHEREAS, it is necessary in the public interest to preserve the indefeasibility and integrity of such titles thru the process of validation by giving holders thereof another opportunity to have their titles duly validated by way of extending the period for the filing of applications for such validation and the period of the payment of the fifteen (15%) percent of the assessed value of the land as prescribed by Presidential Decree No. 1271, as amended.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree, order and grant holders of titles issued on or before July 31, 1973 as a result of the reopening of Civil Reservation Case No. 1, G.L.R.O. Record No. 211, another period of one year from date of this Decree within which to avail themselves of the benefit of validation provided in Presidential Decree No. 1271, as amended, provided that the amount equivalent to fifteen percent (15%) of the assessed value of the land as of revision period 1973 is paid for in full by the applicant upon the filing of the application. Those who failed to pay any installment or otherwise failed to comply with any of the requirements for validation under P.D. 1271, as amended, may avail of the new period herein provided to complete the requirements for validation.
All laws, decrees, instructions or orders or parts hereof inconsistent with the provisions of this Decree are hereby repealed or modified accordingly.
This Decree shall take effect immediately.
DONE in the City of Manila, this 6th day of February, in the year of Our Lord, Nineteen Hundred and Eighty-Six.
