Additional Guidelines on Deciding Applications for No Objection Statement through Referenda and Meetings
CFO Resolution No. 02-11, adopted on November 4, 2011, establishes additional guidelines for the decision-making process regarding applications for No Objection Statements (NOS) within the Philippine Exchange Visitor Program (EVP). The resolution allows the EVP Committee to decide on NOS applications primarily during regular meetings, reserving referenda for urgent cases, such as when an applicant risks losing their visa or legal status. A quorum of at least six member agencies is required for meetings, and decisions are made based on a majority vote. Furthermore, if a referendum is necessary, the majority vote during that process will be considered final, with any ties resolved by the Chair.
