Ad Interim Medicare Coverage for Government Retirees
Presidential Decree No. 408, issued on March 6, 1974, establishes ad interim Medicare coverage for government retirees aged 60 and above, recognizing the inadequacy of their pensions. The decree allows these retirees to receive Medicare benefits without contribution payments, funded by surplus from the Medicare Insurance Fund, at an estimated cost of P2.3 million yearly. This free coverage will cease once Program II of the Medicare Act is implemented, and annual evaluations of the fund will determine sustainability. Importantly, this coverage does not extend to retirees' dependents, and the Government Service Insurance System is tasked with creating the necessary regulations within 30 days.
