Republic Act No. 3414, enacted on June 18, 1961, authorizes the acquisition of specific lots in Biliran, Leyte, for the Biliran National Rural High School through either purchase or expropriation. The law allocates up to 450,000 pesos from the National Treasury for this purpose, with the title of the acquired properties transferring to the school. REPUBLIC ACT NO. 3414

AN ACT PROVIDING FOR THE ACQUISITION EITHER THROUGH EXPROPRIATION PROCEEDINGS OR PURCHASE OF CERTAIN LOTS IN THE MUNICIPALITY OF BILIRAN, PROVINCE OF LEYTE, FOR USE OF THE BILIRAN NATIONAL RURAL HIGH SCHOOL, AND AUTHORIZING THE APPROPRIATION OF FUNDS THEREFOR

SECTION 1. The sum of four hundred fifty thousand pesos or so much thereof as may be necessary, is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, to acquire, through expropriation proceedings or purchase, lots numbers 1, 2, 3, 4 and 5 of plan PS 14778 situated in the Municipality of Biliran, Province of Leyte, covered by Transfer Certificate of Title No. T-739 of the Registry of Deeds of Leyte, including the improvements found thereon, for school site of the Biliran National Rural High School.

SECTION 2. The title to said properties so acquired either through expropriation proceedings or purchase mentioned in the preceding section shall be vested in the Biliran National Rural High School.

SECTION 3. At least one-half of the income realized from the properties so acquired shall accrue to the general fund of the National Government until the full amount of the purchase price thereof shall have been fully paid.

SECTION 4. Within thirty days after the approval of this Act, the Secretary of Education or his representative shall undertake to negotiate for the purchase, or institute expropriation proceedings, of the property referred to in accordance with law.

SECTION 5. This Act shall take effect upon its approval.
