WHEREAS, Section 91 of Administrative Order No. 6 n (AO No. 6 n ) otherwise known as the Implementing Rules and Regulations of R.A. 8435 (AFMA) of 1997 states that the Department shall encourage the participation of farmers and fisherfolk's cooperatives and associations, and others in the private sector in training and other complementary extension services especially in community organizing, use of participatory approaches, popularization of training materials, regenerative agricultural technologies, agribusiness and management skills;
WHEREAS, Rule 91.2 of Administrative Order No. 6 n , authorized the Department of Agriculture to commission and provide funding for such training and extension services undertaken by the private sector under mutually-acceptable terms and conditions;
WHEREAS, per Rule 91.3 of the same Administrative Order, the Agricultural Training Institute (ATI) is mandated to develop specific guidelines harnessing the resources and the expertise of the private sector in the provision of extension services which shall include among other things, terms and conditions on extension grants to qualified private entities which undertake on behalf of the Department and/or Local Government Units, specific extension services to target clientele;
WHEREAS, Rule 91.4 of the same Administrative Order, ATI is further mandated to compile a database and develop an accreditation system for private entities qualified to provide extension services;
WHEREAS, the ATI recognizes the direct contribution of private extension service providers in initiating interventions that can lead to mitigating measures against hunger and poverty and in accelerating the attainment of increased profitability among client groups along the supply chain;
NOW, THEREFORE I, ARTHUR C. YAP, Secretary of the Department of Agriculture, by the powers vested in me do hereby issue this Order, directing the Agricultural Training Institute to issue appropriate guidelines/Implementing Rules and Regulation (IRR) for the accreditation of Extension Service Providers (ESP and the provision of extension grants for their immediate implementation. This Order shall take effect immediately.
