DFA DEPARTMENT ORDER NO. 01-14

For the information of all Philippine Foreign Service Posts (FSPs), Regional Consular Offices (RCOs) and DFA Satellite Offices (SOs) in the National Capital Region (NCR), the Department has resolved to abolish the Department's Citizenship Evaluation Committee (CEC) in view of numerous concerns and issues raised by applicants applying for the renewal of their current passports, specifically the submission of documents that are not among those required by existing regulations and guidelines.
In this regard, the following instructions are hereby issued:
1. With respect to first time applicants, they will be required to submit a Birth Certificate or Report of Birth duly authenticated by the National Statistics Office (NSO) and at least 2 identification documents (IDs) with photos. The lists of acceptable IDs and supporting documents may be viewed at the Department's website www.passport.com.ph. This is in accordance with existing regulations.
2. For those renewing their passports, their applications shall be processed in accordance with existing regulations and they shall not be required to submit documents to prove their citizenship.
However, all front-line service providers (Processors) are advised to be vigilant and exercise extra prudence in interviewing the applicants to assure that these applicants are Filipinos and to avert foreign nationals from attempting to file applications for Philippine passports. CSTHca
Administrative Liability. Any violation or non-compliance with this Order by any personnel shall be administratively dealt with accordingly.
Repealing Clause. All Department Orders and Circulars which are inconsistent with the provisions of this Order are hereby repealed accordingly.
Effectivity Clause. This Order shall take effect fifteen (15) days from the date of its filing with the University of the Philippines Law Center.
