Please take notice that the Court, First Division, issued a Resolution dated January 14, 2019 which reads as follows:
"G.R. No. 240156 (Gulf Horizon International Services, Inc. and Annabelle U. Abdelgadir v. Special Sixteenth [16th] Division of the Court of Appeals, Secretary of the Department of Labor and Employment [DOLE] and Mark Jade G. Molina). — After review, the Court resolves to DENY the petition for failure to establish that the Court of Appeals (CA) committed any reversible error in ruling that no grave abuse of discretion was committed by the Office of the Secretary of the Department of Labor and Employment (DOLE) when it affirmed the ruling of the Philippine Overseas Employment Administration (POEA) suspending petitioner Gulf Horizon International Services, Inc.'s license to operate for violating Section 2 (e), 1 Rule 1, Part VI, of the 2002 POEA Rules and Regulations Governing the Recruitment and Employment of Land-Based Overseas Workers. Both the POEA and the DOLE found that private respondent's allegations were supported by substantial evidence which shows that petitioner indeed committed misrepresentation. The CA is, thus, correct when it stated that "factual findings of administrative or quasi-judicial bodies, which are deemed to have acquired expertise in matters within their respective jurisdictions, are generally accorded not only respect but even finality, and bind the Court when supported by substantial evidence," such as in this case. 2
WHEREFORE, the petition is DENIED. The Decision dated January 5, 2018 and Resolution dated May 8, 2018 of the Court of Appeals in CA-G.R. SP No. 134347 are hereby AFFIRMED.
The petitioner's compliance with the Resolution dated August 13, 2018, submitting a certified true copy of the decision of the Court of Appeals and soft copy of the signed verified declaration of the petition for certiorari, is NOTED.
