Please take notice that the Court en banc issued a Resolution dated FEBRUARY 28, 2012, which reads as follows: HcACST
"G.R. No. 200418(Confederation for Unity, Recognition and Advancement of Government Employees, represented by its National President, Ferdinand Gaite, Social Welfare Employees Association of the Philippines in the Department of Social Welfare and Development, represented by its National President, Ramon Felipe E. Loza, National Federation of Employees Associations in the Department of Agriculture, represented by its National President, Santiago Y. Dasmariñas, Jr. and Department of Agrarian Reform Employees Association, represented by its National President, Antonia H. Pascual vs. Florencio B. Abad, in his capacity as Secretary of the Department of Budget and Management and Corazon J. Soliman, in her capacity as Secretary of the Department of Social Welfare and Development). — Acting on the Special Civil Action for Certiorari/Prohibition with Prayer for the Issuance of a Temporary Restraining Order and/or Writ of Preliminary/Mandatory Injunction, the Court Resolved, without giving due course to the petition, to:
(a) REQUIRE the respondents to COMMENT on the petition within ten (10) days from notice hereof; and
(b) REQUIRE the petitioners to COMPLY, within five (5) days from notice hereof, with the following procedural requirements:
(i) requirement that the petition shall be accompanied with a clearly legible duplicate original or certified true copy of the assailed Budget Circular dated December 26, 2011 pursuant to Section 1, Rule 65 and Section 3, Rule 46 in relation to Section 2, Rule 56, 1997 Rules of Civil Procedure, as amended; and
(ii) requirement that parties or their counsels shall indicate in all their pleadings filed before the Supreme Court their contact details, e.g., telephone number, fax number, cellular phone number or e-mail address pursuant to the En Banc Resolution dated July 10, 2007 in A.M.
