May 14, 1990 VAT RULING NO. 108-90 103 (f)-000-00-108-90 Progressive Printing Palace 120 Kamias Road, Quezon City Attention: Mr . Emmanuel O . Enriquez Gentlemen : This refers to your letter dated July 27, 1989 requesting the opinion of this Office whether the National Power Corporation Interlock Magazine, which you print quarterly, is exempt from value-added tax under Section 103(f) of the Tax Code, as amended by Executive Order No. 273. In reply, please be informed that a perusal and scrutiny of the National Power Corporation Interlock-Magazines shows that, it appears at regular intervals, is distributed to NPC employees, and is not devoted principally to the publication of advertisement. Such being the case the printing thereof is exempt from VAT pursuant to Section 103(f) of the Tax Code, as amended by Executive Order No. 273. aisadc Very truly yours, JOSE U.
