March 15, 1989 VAT RULING NO. 061-89 Meralco Industrial Engineering Services Corp. (MIESCOR) TSB Meralco Center Ortigas Avenue, Pasig Metro Manila Attention: Mr . Arnulfo Ramirez Senior Vice-President S i r s : This refers to your application for zero rate filed last November 25, 1988 of your contracting services rendered to the National Irrigation Administration (NIA) for the Second Davao Irrigation Project under the Loan Agreement (ADB Loan No. 285 PHI) between the Asian Development Bank (ADB) and NIA. In reply, please be informed that your sale of services to the said government entity does not qualify for effective zero rating, since the Loan Agreement does not provide for any tax exemption privilege granted to the contractor (MIESCOR).
